In a new proposal, U.S. Department of Agriculture (USDA) Secretary Tom Vilsack would have Americans going into debt, and the monthly payments would be added to their power bill. The loans are intended to cover energy-based home improvements.
This idea is similar to attaching tax to power bills, as they have done in Greece. If citizens can’t pay, or are conserving cash and choose to default due to unemployment, the citizens will then also lose power to their homes.
This can be a serious conflict of rights and acute source of concern, not only when considering legalities, but also when considering unforeseen consequences such as loss of power to medical and emergency devices. Cold food storage has also become quite popular since the Kelvinator held 80% of the market in electric refrigerators in 1923.
